What is the ECE standard?
ECE is an abbreviation of Economic Commission for Europe. A regional economic organization of the United Nations, established in 1947.
ECE has a mission to stimulate economic and social development in Europe; expanding cooperation relations between European countries and other regional countries in the world.
And to accomplish that mission, ECE cooperates with many intergovernmental and non-governmental organizations in creating an unified system of regulations related to economic, technical and environmental fields.
This means that a product that is approved to meet the ECE standards can be circulated in Europe and other countries that have registered to comply with the ECE regulations.
Regulations by the ECE are recommended for member states, but not mandatory. That means countries can apply the entire ECE regulations, but can also have their own regulations.
In particular, the implementation of the E-label certification test (involving products such as car lights, safety glasses, car electronics, tires, baby car seats) is usually carried out by the authorized technical services of the ECE member states.
Therefore, the issuer of the E-label certification is the government of the countries in the ECE. What is the ECE R44/04 standard?
R44 stands for Regulation No 44 of the Economic Commission for Europe.
To be granted ECE R44 approval, baby car seats must comply with a number of relevant standards for design, construction, and manufacture. And to be sold in Europe, baby car seats need to display an orange ECE label visually to ensure that they comply with European safety standards.
The last two digits of the ECE regulation R44/04, which indicate that the car seat has been approved under the fourth version of the regulation, and become effective since June 2005. And this is the same version. The latest version of Regulation No. 44 on safety standards for baby car seats issued by the European Economic Commission. This version is still valid until now.
While, since 2008, in Europe, baby car seats were approved under the first two versions of the disallowed regulation: ECE R44/01 and ECE R44/02. In Spain, ECE R44/03 baby car seats are not approved for commercial use.
Why does the European safety standard ECE R44 have 4 regulatory versions?
On November 17, 1982, in Europe, after a series of baby car seat safety tests, ECE R44 was approved, this regulation is valid for most of Europe. Accordingly, cars are not allowed to carry children under 150cm tall without specialized equipment.
In the following years, the safety standards for children when traveling by car were continuously tightened. Baby car seat crash tests are conducted continuously. From there, it helps to identify the limitations and unreasonable points for inventors, manufacturing companies to overcome and increasingly perfect the design.
On August 7, 1995, the ISOFIX standard (researched and published by ISO) was officially specified in the ECE R44/03 standard. To date, the ECE R44 standard has undergone four revisions to meet practical safety requirements.
